The only chance of getting this file done if if the merchant is looking to project financing for a development project or 144A bond funding, which we can do for international clients. If it's just capital they need, the 480 fico is tough and hardly NSFs means there are NSFs. If there is a bigger picture here PM me and I'd take a look, and if you find someone to do international funding on a file like this PM me because I'd submit deals to you haha.
