Dollar Store With Fed Tax Lien $155k

I have a dollar store, looking for between 60-80k. Banks are strong as are cc statements.
He has a fed tx lien $155k, no payment plan but has letter from IRS agent that they are working on one.
Anyone out there able to get something like this done?

CAN goes up to $175k in liens with no payment plan.

CAN has no money. Having issues funding deals.
