    One Year in Business -- No Social Security Number -- but Have Tax ID

    Who can fund them?

    They're obviously here legally. Working permit, etc... Just no social yet.

    Depends on citizenship- do they have a valid VISA? Do they have a state driver's license? Cooper or fox might do it, credibly would if everything else is clean and they are here legally with documentation.
