    I hear the entire territory of PR about to be granted bankruptcy protection by the US Government. Seems like a ridiculously risky place to do business.

    The US Government won't grant a bankruptcy protection to PR. There will be an Oversight Board (that will be approved by the US Congress) that will control government expenses (extremely high expenses...) and negotiate with existing PR bond holders. The problem here is that the PR Government has not been able to collect taxes properly, and control its expenses. Meanwhile, businesses and professionals are seeking cash flow from other sources, as local banks are asking for more collateral, high FICO's (675 or more). There is a good opportunity to offer the MCA product in Puerto Rico...
