Here's a thought. Maybe they are a small funder with a limited budget and they are trying to establish some good quality ISO partnerships, ones they can meet face to face, before they can scale. With thousands of ISO's out there running around with no training, the last thing a small lender would want to take on is a ton of uneducated ISO's flooding their shop with BS or bad paper.
