I have a client who doesn't want to have their credit pulled prior to pre-approval, but has good FICO 687+.
Does not to have UCC unnecessarily filed on his businesses but no problem signing PG.

Looking for $250K loan w/ monthly payments, and decent rates (no higher than 15%; terms 2-5yrs).
Grosses $1.1M+ among 4 businesses as follows:

Biz #1: 600K+/yr operated by owner.
Biz #2: $132K/yr owner collects rent.
Biz #3: $180K/yr owner collects rent.
Biz #4: $228K/yr owner collects rent.

Try FCircle, they'll do a soft pull for a pre-approval. Rates after 2 years will exceed what you mentioned but all the other parameters meet the request.

Tried them already. I thought they were crazy when they declined.

If they told you why they declined you may have other options.
You should also ask your client to pull their own credit report.
