I would recommend KCG as A/B paper, Wall St as a B paper, and Legend as B/C paper.

Other good options are Fox (can do a normal file or high risk), 3 Point (now doing firsts, but they are mostly c/d), and TVT (very good for large files)

Isnt Wall and Legend the same?
I'm pretty sure some Legend Contracts have come on Wall Paper
