You would need to establish a Linux Email Server and depending on how bandwidth you have - Host the server in house or a remote NOC
that will allow you to burn up some I.P. Addresses - You will need to register your on Name Servers .
You will have to research how much a Class C License Rental will cost. - that would provide you 256 I.P.'s
Have fun and figure it will not last for a long period of time.Dave Lambert, Business Development

Just learned about phpList.
If you are using a cpanel-based server, which I recommend namecheap.com highly (although GoDaddy can do this also, I do NOT recommend them), then you can install it through Softaculous and it was incredibly intuitive to figure out, and completely free, unlike dedicated Linux servers.
183 emails sent in 4.56 seconds from when I finished the email.

This is roughly 5 emails per second, depending on the size of the email.
MAYBE if you had direct access to OC3 - email could be delivered at that speed and you would need multiple ports open at the same time.

Dave, as usual, your reading comprehension is as good as your website. According to my advanced calculus, 183 emails in 5 seconds is about 40 emails per second.
I manually put in a list of emails to add to a mailing list, set up the template (HTML email), and when I clicked "Send Campaign," it was sent to all of them without a BCC, and with a nice little "unsubscribe" information at the bottom. I have a limit of 200 emails per hour on my server (I could pay to get more), namecheap.com sent them, not any sort of "dedicated" anything. 30% open rate, and link tracking, which I thinks is pretty awesome! There's ways to integrate into Wordpress also. This was definitely a winner.

You are splitting hairs - But the original questions is how to process large email blasts.
"Large" was not defined - but - I assure you if we look into namecheaps.com's TOS they would shut down a Spam account very quickly.
"...engage in or to instigate actions that cause harm to Namecheap or other customers. Such actions include, but are not limited to, actions resulting in blacklisting any of Our IPs by the any online spam database, actions resulting in DDOS attacks for any servers, etc. Namecheap reserves the right to refuse service to anyone upon Our discretion. Any material that in Namecheap judgment is either obscene or threatening is strictly prohibited and will be removed from Namecheap servers immediately with or without prior notice and may lead to possible warning, suspension or immediate account termination with no refund. You agree that We have the sole right to decide what constitutes a violation of the Acceptable Use Policy as well as what is the appropriate severity of any corrective action to be applied ..."
Large email blasting is a is not very effective - BUT - If someone wants to engage in that services - you need the proper software, bandwidth etc. You are not going to utilize any 3rd party software hosting - whether it is namecheap, Google, Yahoo, Hotmail, etc.
BTW - Your own email server was having a few hiccups this morning:

"I'm looking to spam everyone with pre-qualified business funding ads at a low price, what can I use where I won't get kicked off of it due to complaints" would be a more upfront approach LOL
