Anyone else noticing COJ's making a comeback in UTAH?

Have not heard about them specifically making a comeback in UTAH. I am signing new Brokers up all the time and they have been asking me more and more lately if we do COJ's because they are starting to pop up again even though some laws in certain states have outlawed them. We dont use them regardless.
