Cannabis Dispensary Licenses as asset?

Have a merchant with several dispensary licenses for his dispensary in Colorado. In total they are worth about $6.5mill. Is there any lender that can take the licenses into consideration as asset for funding? Merchant is doing about 150k a month is looking for 750k. Below is list of licenses they own.

Pueblo – Recreational mip

CO Springs – Med Mip, Med Grow

Denver

Med Grow

Rec Grow

Med Store

Rec Store

So there is a secondary market for Colorado Cannabis related licenses? Like you find for Cab Medallions or Liquor Licenses?
