I can only tell you what I saw with a client, and then questions I asked my legit credit repair guy.
I think that they file a police report for ID theft. A dozen inquiries came off within a day.

My credit repair guys told me that he knows of people "sitting" for using that method. There are legit ways to do it, but this is not it.
