That's ridiculous. 1st Position or not, things happen. Having been on the funding side for a long time, Decision Logic is NOT without it's flaws. There are plenty of times things go wrong because Decision Logic misperforms, just like a merchant can complete the login and the screen can spin for 5 mins and never tell them it was completed. Something like that shouldn't be used against people, hell a lot of this country is technologically illiterate and can't remember their passwords to log them in correctly. That's being onerous for no reason.

It sounds like there was a miscommunication between the words "declined" and "not moving forward until "x" stip is satisfied (decision logic)).
