Interesting observation. Total speculation but it could be a mixture of timing (if they've already hit their quarterly origination target) and/or defaults creeping up.

Sounds like they found a hole in their credit model where a certain sub-segment wasn't performing as expected, so rather than create an irrational decline contrary to stated credit policy they are taking less marginal risk in terms of line size. Are terms also constrained to 9-12 months as well? That would be another lever to pull to reduce exposure.
All in, they're probably just hoping the offer isn't attractive and doesn't book rather than making the decline explicit. That preserves application/approval conversion rate while also swapping out some bad credit quality deals at some marginal expense of booking rate.

So then the file is already wading in the shallow end of the approval pool. Makes sense that they'll consider extending term with more data though, since those items will give greater insight into historical credit performance and capacity to pay.

maybe the low offers so they can have their sales team call later and give them a better deal and cut you out!
