Residential Bank Statement Financing
I have some clients that have fair credit and are looking for a residential purchase of 400K. Does anyone know where they can go to to explore approvals that are not hard-money. Possible mortgages based on bank deposits 3 to 5 % down-payment.

You will have to get a licensed mortgage company. Local bank or mortgage brokers are best.

Bank statement programs top at 90% LTV, so 3-5% down is not going to fly. To hit 90%, they'll need 700+ credit. Since you mentioned fair credit, expect 75-80% LTV using bank statements.
