Who does it?

I'm talking STRICTLY off the contracts, before even any receivables are collected. Fresh from the jump.
There's a company that boasted to do 25% upfront off any contract, but then, I hear they're just brokers... I'm not sure whether I can go directly to the source. I have nothing against brokers; just don't like them passing for direct.
