merchant has a 6 year $9,000,000 dollar contract for his services that started 2 years ago on the contract. He gets paid every 2 weeks from it. Is there a lender that can use the contract as collateral to give merchant a larger sum of money upfront? He is looking for around $200-250k

Contract financing is hard to find and can be very expensive. You would be much better off factoring the AR if they don't qualify for bank money.
