$400,000 Commercial Purchase in NY @ 90% LTV. Who Can Do This?

Anybody know lenders who will do 90% LTV on a commercial purchase?
Credit of the borrower is 740.
Property is located in NY
Reason the borrower requests 10% is because he injected much cash into a recent property acquisition overseas, for a new resort project.

Get him.line of.credit..depends on inquiries etc. Not going on to.90.percent ever..lender needs room.if it doesn't pay.
