Question: Funders versus Lenders
I hear the terms Funders and Lenders used. Is there a distinction? Earlier I had thought a Lender is someone who is a more established organization who buys from ISOs and others and then sells them to others via a marketplace or directly. Whereas a Funder is someone, perhaps a smaller org or just an individual, who takes the ISO lead/customer and issues the loan out of his own pocket. Am I close? If so, they seem like quite different operations for each.
Thanks; appreciate any insights as I better understand the space.

Lenders = need to be a licensed lender in the states where they issue loans
Funders = don't need any license since they issue cash advances
