For Anyone that uses online voips/dialers, how is your connection rate to leads with your reps?

I've been using a few different phone systems (calltools,ring.io, RingCentral, etc) and have been noticing a very poor connection rate to leads. At this point im starting to think its the leads, but I've tested numerous different sources and still poor connection rate. I know its all numbers, but its been getting to a point where you dial 100 people and no one answers.

Any Pointers or suggestions?
