this is illegal to do or what? buying lists and emailing them appears it is illegal...

Repeatedly emailing contacts that have requested to be removed from lists (opted-out) is a violation of the CAN-SPAM Act: https://www.ftc.gov/tips-advice/busi...guide-business

Suggestion 1: Zoho Campaigns is a great email campaign service, and it is relatively cheap.
Step 1. Make sure you scrub clean your list's EVERYTIME you get new data. Suggestion 2: Neverbounce.com
Step 2. Do not, I repeat DO NOT send email campaigns from your personal domain. Create a domain and site that is separate from yours. (this will save you a ton of headaches in the future if it gets black listed)
Step 3. Personalize the emails, don't be just the newsletter people. Make it seem like you are personally emailing them.
Step 4. Don't just buy random lists from random people. Make sure that the company you are buying from specializes in email marketing data. Also make sure that they have opted in and if they can provide you an opt in form example that they completed, that is even better.
Step 5. AB test the campaigns to make sure you go with the campaigns that are working best.
You will enter a world of pain if you don't follow these steps. Learned this a long time ago.

Build your own contact list, do your own emailing and do your own follow-ups.
Develop a dialogue with the business owners - find out what their needs/dream are.
What equipment will increase their business, new or upgraded web site (e-commerce project)
New signage, remodeling, etc.
Do you have more than an MCA to offer them - SBA Type Loan,
or a reasonable Term loan product with longer terms they may qualify for?
Do they need immediate funding today - this week ? Or is a far off dream (maybe) 3 months, 6 months, 12 months.
I've used Outlook for years, you flag that contact for future contact if the need is not immediate.
Mark your calendar and make contact again.
If they tell you maybe in 90 days, send them another email in 45 days, maybe just some business info.
Stay in touch,but, don't be a pain in the neck.
Learn how to use Mail Merge in Outlook - I believe you are a 1 man shop,
so if you sent out 100/200 emails a day and followup with a phone call,
you will be plenty busy.
