my obligation to the employees is to make sure they are safe

large gatherings are not permitted

you are correct !! --- Here is why those business owners that saw a slowdown but kept open and many may have perhaps have dipped into cash savings to keep things in order , once things are back-up Millions of business owners will be seeking short term capital --- may be the biggest increase in merchants seeking capital then ever before. (maybe even more then anyone can imagine -- and believe me i got an imagination!).
