1.5m in auto vehicle titles for collateral

Anyone recommend a lender to collateralize new vehicle auto dealer? 1.5m owned out right with 1.9m floor plan.

Any recommendations?

Why are they not just getting a 2nd floor facility and flooring some or all of the 1.5M of cars they own?

merchant does not like the rates of the current floor plan, owner needs to get lower than the 18% they are currently paying.

if the cars are not encumbered, I don't know why someone wouldn't do this deal and place a lien on these cars. and they could clear lien on each car once sold for xx amt.
